Frances Costa passed away at her Tracy home with family by her side. She was born in Pawtucket, Rhode Island and moved to Tracy in 1938, with parents, Joseph and Virginia Coelho, and her brothers.

She attended Tracy High School and was in the Class of 1942. Frances was married 63 years to, the love of her life, Lucio Costa. In 1942, Lucio was drafted into the Army and she was able to join him in Kentucky and Tennessee for a couple years before she came back to Tracy and he left for Germany in 1945. After WWII ended, they settled in Bethany and began their family. She truly loved being a homemaker, mother and farmer’s wife and was great at all three.

As a founding member of Lammersville Mother’s Club she was active with her children and school. In 1960, she started bowling and continued for the next 30 years in many leagues, taught junior bowling and held offices in numerous local, state and national Bowling Associations. Joined the Tracy Golf and Country Club in 1973 and loved golfing until 2005. At age 58, she entered the job market and became Coordinator of the Downtown Improvement District. Fran assisted in the creation of Tracy Bean Festival. She later worked at Crocker Bank, Tracy Municipal Court, and Kings Crown Packing. She retired in 2005 at the age of 81. Fran was active in some election campaigns and with TRACQ and Measure A. She spoke at City Council meetings, wrote Letters to the Editor in her pursuit to have low income housing built for Tracy seniors and was a member of the Tracy Soroptomist, VFW Auxiliary, IPFES, Brotherhood of St Anthony, and St Bernard’s.

Fran was a loving, caring person always there with a helping hand. She enjoyed life to the fullest and most of all cherished times spent with family. She will truly be missed by all her family and friends.

Frances is survived by daughters, Linda (Eddie) Orozco, Valarie Furtado, Joanne Watts, of Tracy and Lorrie (Jimmy) Gomes, Grants Pass, Or. She was Nana to 11 grandchildren, 20 great grandchildren and 7 great-great grandchildren. She is survived by a brother, Frank Coelho, Tracy, and numerous nieces and nephews. She was preceded in death by her husband of 63 years, her parents, son-in-laws Tony Furtado and Mike Watts, three brothers, Joseph, John and Lawrence Coelho, and mother-in-law, Palmira Costa.

Visitation will be held on Monday, September 11, 2017, from 4:00 P.M. to 7:00 P.M. with a Rosary at 7 p.m. at Fry Memorial Chapel. A Prayer Service will be Tuesday, September 12 at 10:30 A.M. at Fry Memorial Chapel with burial to follow at Tracy Public Cemetery. .In lieu of flowers, donations may be made to St Jude’s Children Hospital or charity of your choice.
